A measure is a component of a data set that holds the value of the variable being measured.

In SDMX 3.0, Data Structure Definitions have an explicit Primary Measure component which by convention uses the obs value concept. While additional 'secondary' measures can be defined, it is not usual to do so and many software tools are designed to only support data sets with a primary measure.
