A measure is a component of a data set that holds the value of the variable being measured.

In SDMX 2.1, Data Structure Definitions have an explicit Primary Measure component which by convention uses the OBS_VALUE concept. While additional 'secondary' measures can be defined, it is not usual to do so and many software tools are designed to only support data sets with a primary measure.
